Building code is blunt about this: a basement room only counts as a bedroom if someone can get out of it in an emergency. That means an egress window sized for escape, with a well outside that gives a person room to climb up. Skip it and your "bedroom" is just a room on the appraisal, and a problem at inspection time.

It's also the single best upgrade for resale on a finished basement. A conforming bedroom adds real, countable square footage to your home's bedroom count.
